A Brief History of Udayan Uchcha Madhyamik Bidyalaya In the fifties, the Dhaka University campus was abuzz with the Language Movement. Exactly at that time, W.A. Jenkins, Professor ofPhysics was appointed the 7th Vice-Chancellor of the University of Dhaka. He served as the Vice-Chancellor of Dhaka University from November 9, 1953 to November 8, 1956. Despite being a foreign national, Dr.Jenkins was sincere in improving the quality of education of the people of East Bengal. In 1955,during the tenure of Dr. W.A. Jenkins as Vice-Chancellor, an English medium kindergarten called ‘Dhaka English Preparatory School’ was established along the back wall of the residence of the Vice-Chancellor of Dhaka University. From 1955 until 1992, it was located on the land next to the Vice-Chancellor's House of the University of Dhaka. The ‘Dhaka English Preparatory School’ began functioning when menial quarters attached to the residence of the vice-chancellor were renovated. Its founder was Mrs. Merryel Hatch Barnwell, a British citizen. In the aftermath of the language movement, the establishment of an English medium school inside Dhaka University Campus with the active participation of a British citizen was a historic event. However, the educational activities of ‘Dhaka English Preparatory School’ started in June 1955. This part of the university with some land and two semi-finished houses was leased to the school on the condition of paying only TK. 10/- per month. The school campus was located here from 1955 to 1992. The number of students in the English medium school called 'Dhaka English Preparatory School' was very small. In a very short time, the number of students continues to increase. Within a few years, it was considered one of the best schools in Dhaka. After the independence of the country in 1971, radical changes took place in the field of education. In the course of this drastic change, in 1972, with the approval of Dhaka University, the ‘Dhaka English Preparatory School’ was transformed into a Bangla Medium School and was renamed as ‘Udayan Bidyalaya’. It was upgraded to a secondary school in 1975. ‘Udayan Bidyalaya’ was approved as a secondary school by the Board of Intermediate and Secondary Education, Dhaka. In 1999,education activities were extended up to class XI, including science and business education and class XII in 2000. Then the institution was renamed ‘Udayan Uchcaha Madhyamik Bidyalaya’. It is to be noted that ‘Udayan’is the name of a house of the great poet and Novel Laureate of Bangla literature,Rabindranath Tagore. This house is situated in Santiniketan, India. Inspired by this name of the house of our great poet, the school was named ‘Udayan’.‘Udayan’refers to sunrise i.e., rising sun that never goes down. In the eighties, Dhaka University authority relocated ‘Udayan Bidyalaya’ and planned to build a new student hall on that site. In this context, resolution No. 8 (3) of the meeting of Dhaka University Syndicate dated 11-11-1985 states that “the recommendation of the committee formed by the Vice-Chancellor regarding the construction of Udayan Bidyalaya Bhaban (the present building of the school) was agreed upon by the committee in principle. While designing the building, it must be kept in mind that the building should be constructed by keeping it adjacent to the east side wall.” Given the above situation, the Udayan Bidyalaya Authorityat a meeting of the Management Committee on 25-06-1986approved the building plan of the school premises designed by Professor Shamsul Waresh, an architectural designer of BUET. Professor Waresh being benevolent did the school design work without pay. Professor AFM Abdur Rauf, a Civil Engineerof BUET was given the responsibility to supervise the entire project. In the next phase, the construction work was awarded to Messrs. Habib Construction Company through tender and Messrs. Shahidullah Associates was assigned for the overall supervision. The construction work of the building started with the hand of the respected headmistress,Selima Khan, and the construction of the school building was completed during the tenure of the respected headmistress, Shyamoli Nasreen Chowdhury. At that time, the construction of the school building, relocation of the school, and purchase of furniture and equipment cost about TK. 10 crore, and this amount was disbursed from the school’s funds. Many charitable guardiansalso financed the construction of the building. OnMarch 14, 1986, Honourable Vice-Chancellor of Dhaka University, Prof. Abdul Mannan inaugurated the construction work of the building. The first classroom activities started in the new building on 13 November 1991. Overall, the school was officially relocated to the new building in 1992. The teachers working in the school donated their one-day salary as a grant for the construction of the present building. The students deposit TK. 10/- per month along with their tuition fees for the construction of the school building. Thus,‘Udayan Bidyalaya Bhaban (the school building)’ was constructed with its own funds. Therefore, today’s ‘Udayan Uchcha Madhyamik Bidyalaya’ is a joint effort of Dhaka University authority, its teachers, students, officials, staff, and respected parents and other stakeholders. With the legal complexities with Messrs. Shahidullah Associates, some of the interior cladding work remains incomplete, and the building also needs renovation after its long 21 years of use. In this situation, in 2013, the necessary renovation work was completed by the decision of the Governing Body of this institution. The school needs extra rooms to launch the English version. Then, the then Principaltook the initiative to build the sixth floor of the building. This time the renovation and expansion of the building were designed by Rabiul Islam, architect of Shahidullah Associates, and it was supervised by Shahidullah Associates. Messrs. Hira Enterprise works as a contractor company through an e-tender. A new gate for the school was constructed. The gate was designed by renowned sculptor Hamiduzzaman, a Professor of Fine Arts at Dhaka University, and his wife, Akhtar Jahan (Ivy Zaman), a teacher of Fine Arts at the school. BUET engineer, Professor Dr. Md. Habibur Rahman and the Department of Engineering of DhakaUniversity have always given advice and guidance in all matters regarding the renovation of the building. When the school was established on the land of 3/3 Fuller Road, Dhaka University, the university authority had entered into an agreement with the school for a monthly rent of Tk. 120/- for the land. However, the school has always operated as an independent institution. On 10-08-2003,as per the decision of the Dhaka University Syndicate meeting, the monthly rent was increased to TK. 50,000/-. That decision took effect on July 1, 2003, and the rent was asked to be submitted to STD Account No. 38000293 of TSC Branch of Janata Bank (Letter No. 61115, Date: 13-09-2003, Acting Estate Manager, Dhaka University). The school authority has always requested to maintainsymbolic rent. Since the children of the teachers of Dhaka University study here, the Governing Body of the school requested the Ministry of Education, Government of the People's Republic of Bangladesh to take necessary steps to transfer the management of Udayan Uchcha MadhyamikBidyalaya to Dhaka University, and the decision was taken in a syndicate meeting held on 12-02-2008. However, the decision was not implemented then. Later, in the meeting of the Executive Council of Dhaka University Teachers' Association dated 27-01-2009, it was decided to take Udayan High School under the direct supervision of Dhaka University and to introduce a quota system for admission of children of teachers of this school in Dhaka University. In the context of decision No. 10 (88) of the meeting of the Executive Council of Dhaka University Teachers' Association dated 07-04-2009, it was decided in the last Syndicate meeting of 01-03-2014 to hand over the responsibility of overall supervision of Udayan Uchcha Madhyamik Bidyalaya to the authorities of Dhaka University. According to the decision of the syndicate meeting dated 22-11-2015 (decision-31/481) the MPO (Monthly Pay Order) of Udayan Uchcha Madhyamik Bidyalaya was canceled and this institution was included in Dhaka University (Memorandum No.-Reg:/Admin-5/3432-34, Date: 30-11-2015). To this end, the Ministry of Education of the Government of the People’s Republic of Bangladesh sent a 7-member inspection team to inspect this institution. The inspection team wants to know the written opinion of 12 teachers and 2 employees about whether the teachers and employees want to leave their MPO voluntarily or not. Mr. Khandaker Golam Mustafa and Mrs. Mehejabin Alam Chowdhury disagreed with the withdrawal of MPO. Later, the Ministry of Education upheld the MPO of 12 teachers and sent a letter to include this institution in Dhaka University (Source: 4/G/2007-Ma/2013/3968, dated 21-05-2014). In the meantime, Mr. Khandaker Golam Mustafa died and Mrs. Mehjabin Alam Chowdhury retired. Due to the small number of teachers (10) and 2 staff of the school being enrolled in the MPO, it became complicated to be fully included in Dhaka University. In this context, it was decided to take necessary steps to cancel the MPO of the teachers in the meeting of the Governing Body of this institution. Honourable Principal, Dr. UmmeSalema Begum sent a letter to the Ministry of Education to cancel the MPO (Memorandum No. UB-86 (Ka)/2007-7579). The Ministry of Education again sends a one-member Visiting Inspector again (Memorandum No. 37.00.0000.074.029.002.2015.440). The mentioned committee conducted the inspection activities and reportedthe cancellation of MPO (MOE Memorandum No. 4G/2017-Ma/2013/7531/7, date: 4/10/2016). In the light of the inspection report, the Department of Secondary and Higher Education of the Ministry of Education of the Government of the People's Republic of Bangladesh withdrew the MPO of the teachers and staff of Udayan Uchcha Madhyamik Bidyalaya (Source:4/G/2007-Ma/2013/6344, No. 37.00.0000.074.029.002.2015.362, Date: 12-07-2017) and placed Udayan Uchcha Madhyamik Bidyalaya under Dhaka University. At present Udayan Uchcha Madhyamik is an institution affiliated with Dhaka University. This institution is currently being run by the governing body (Dhaka University) under Regulation No. 49 of the Dhaka Education Board. The number of members of this committee is 07 and the committee is currently presided by the honorable Vice-Chancellor of the University of Dhaka, Prof. Dr. Md.Akhtaruzzaman. From 08-03-2004 to 08-03-2007 the school was run without a board of directors. At that time, the school was run by the honorable Deputy Commissioner of Dhaka district as the executive power. The school was founded by Mrs. Merryel HatchBarnwell, a British citizen. Another British citizen, SRL Maria (from 14-07-1955 to 14-07-1959) was the headmaster of the school. Since the school was established under the direct supervision of a British citizen and another British headteacher, the quality of English education in the school was very high from the very beginning. Although the medium of instruction changed later, the standard of English education remains high. In 2013, the English version was introduced in schools along with the Bangla medium. In addition to regular educational activities, the school has Science Club, Debate Club, Cultural Club, Quiz Club, Language Club, Photography Club, Environment and Earth Club, Adolescent Nutrition and Health Education Club, and Satata Sangha (Honesty Association). History of Udayan Uchcha Madhyamik Bidyalaya Udayan Uchcha Madhyamik Bidyalaya is a reputed educational institution in Bangladesh. This institution, one of the oldest schools in the country, was established in 1955 on the campus of Dhaka University known as the Oxford of the East. The journey of the school named ‘Dhaka English Preparatory School’ started with the absolute affection of a British citizen. In the course of time, that small educational institution has now grown as ‘Udayan Uchcha Madhyamik Bidyalaya’ and continues to advance in its glory as one of the leading educational institutions in the country today. This institution shows its students dreams and helps in realizing them as the school is surrounded by the country’s most important educational institutions i.e., it is bounded on the south by Bangladesh University of Engineering and Technology (BUET), on the east by Dhaka Medical College (DMC), and on the north by Bangabandhu Sheikh Mujibur Rahman Medical University (BSMMU).
